Scope of Practice Statement

Certified Vocational Rehabilitation Professionals Transferable Skills Analysis, CVRP TSA assist individuals to access, maintain or return to vocational/avocational activities, & to determine & facilitate access to any vocational rehabilitation &/or support services needed to achieve the desired goals. The practice of vocational rehabilitation is a best-practice, client-centered process & specialized service which provides assistance to persons with or at-risk of experiencing disabilities, impairments, limitations &/or barriers with respect to school, home, employment & community-based activities. Certified Vocational Rehabilitation Professionals possess a unique set of knowledge, experiences, skills, as well as the ability to determine & apply interventions & strategies in order to provide vocational rehabilitation services, as confirmed via the College’s certification & examination process.

Upon achieving CVRP TSA certification, the Registrant is permitted within the Standards of Practice to perform Transferrable Skills Analysis &/or assessments for the purpose of determining suitable alternate employment options &/or career exploration options, along with applicable wages for each option, as well as complex TSAs for forensic analysis.

CVRPs Wanting to do TSA Work

The College of Vocational Rehabilitation Professionals is pleased to have developed a pathway for CVRP Registrants who do or want to do TSA work. The College, as per a formal request from VRA Canada, has reviewed the recommendation & developed a pathway that will evaluate the Registrant’s demonstrated competency while addressing the critical requirement to protect the public.

CVRP TSA eligibility & Application Process

To apply, log into your CVRP profile & submit an application.
1. Application & fee. Fee is non-refundable. Fee Schedule; &
2. Applicant must be a CVRP in good standing; &
3. Submit proof of completion of the 2 mandatory on-line modules Domain 4 Transferable Skills & Employability AnalysisTransferable Skills Analysis offered through CAVEWAS; &
4. Submit proof of completion of the mandatory Government of Canada National Occupational Classification (NOC) Tutorial; &
5. Pass the oral peer review & oral examination by submitting 2 redacted TSA reports (no company letterhead, professional identification (i.e. doctor) or author’s identity) written by applicant within the past 6 months.  The oral examination will be based upon the work products submitted as well as general knowledge of what is required in a Transferrable Skilled Analysis, &  knowledge of the National Occupational Classification. A successful pass will be determined through the oral exam process; &
6. Ensure to advise your professional liability insurer that you are doing TSA work; &
7. Maintain association membership in good standing with any VRA Canada Society to access various training programs for professional development;

An applicant achieves certification following a successful TSA Peer Review & Oral Examination within 1 year of application submission.

The Registrant’s profile is updated on the Public Registry to display certification status(s).

Effective immediately, any CVRP Registrant who is doing or wants to do TSA work can apply to be evaluated.

Definition of a Transferable Skills Analysis, TSA

1. A Transferable Skills Analysis (TSA) for Return to Work and Career Counselling/Planning: The purposes of TSAs are defined as a systematic process of identifying an individual’s existing work abilities, skills, traits, and aptitudes through a detailed analysis of their demonstrated vocational history, hobbies, recreational and volunteer activities, as well as accomplished education/training. During a TSA, the CVRP may conduct a thorough interview, capturing information on the individual’s psychosocial and functional status, referencing current health symptoms and limitations (medical, physical, psychological and/or cognitive) that may impact the individual’s vocational profile and capacities to ascertain a viable return to work plan.

2. A Transferable Skills Analysis (TSA) designed in support of forensic analysis, dispute resolution, independent third-party assessments for medical legal purposes requires the expertise and experience of a CCVE/ICVE. Alternatively, under the direct supervision of a CCVE/ICVE (provided that such individual, the evaluation process and all related documentation, are adequately supervised by the CCVE/ICVE and is under the professional responsibility of the CCVE/ICVE), a CVRP may participate in portions, or all components of a TSA designed for forensic analysis, dispute resolution, independent third-party assessment, or medical legal purposes. Such supervision shall be documented through notation in the client’s records and/or signing/co-authoring of the client’s report by the CCVE/ICVE. Furthermore, upon successful passing of the CVRP-TSA pathway certification (involving peer review of sample work product), a CVRP-TSA certified Registrant may write complex TSAs for forensic analysis.

This type of TSA is considered more complex than a TSA designed for return to work or career counselling or planning, as it is typically used to assist in determining future employability and earning capacity and has a greater impact on the clients’ vocational and financial wellbeing. This type of TSA is often used in the event that an individual may not be able to perform the essential duties of their past position or that their position no longer exists.

A fully redacted transferable skills analysis report, for peer review, must be no older than 6 months & demonstrate the following minimum criteria:

  1. Consent: Ensure informed consent is outlined, detailing activities with the client & on whether consent was written or verbal, or both. If the assessment is completed via file review only, then it needs to be stated as to why no consent was obtained. Consent must be: Informed, Voluntary, Written &/or verbal, Expressed: consent that has been clearly & unmistakably given.   2. Purpose or Scope of Referral: Your report must clearly state as to what you were asked to do as it will define what is answered in your report (i.e., determine if suitable alternate direct entry jobs exists &/or jobs that require short term/OTJ training).
  3. Role of Evaluator: Explain your role & qualifications pertaining to what you have been asked to do as per your scope of practice as per the College.
  4. Work History (volunteer) duration/duties (as available): Clearly outline client’s work history & ensure job duties support the proper selection of a NOC code.
  5. Educational Background: Detail educational profile including (if available) challenges & course preferences. Provide a high-end outline on what the typical courses completed in post secondary school are, to support your recommendations in the Transferrable skills section.
  6. Medical/Disability Section: Outline diagnosis/MMR & what the person’s work disability deficits are, & explain vocational functional capacity.
  7. Aptitudes and D/P/T: Explain each & show how you determined the client’s composite profile.
  8. Transferrable Skills Section: List as per your vocational analysis of the client’s education, work, & volunteering history.
  9. Explain client’s pre-injury unadjusted vocational analysis & explain what has changed.
  10. Vocational Recommendations: as per your vocational analysis, select suitable direct entry occupations the person can pursue &, explain why they are suitable. If proposing career clusters that require short term/OTJ training, explain why the person should be able to be successful in the absence of psycho/vocational testing. If there are no alternate vocational options to recommend, then explain why. A TSA redacted report submitted for the purposes of review for the TSA pathway should not include any training recommendations other than what is stated. It is not within the scope of a TSA to identify jobs that require more than short term or training on the job; this is a Vocational Evaluation Report.
  11. General Labour Market information: show earnings of proposed options including geographical region & reference period for wages as well as general employment prospects on employment for each option (i.e., poor/fair, or good).
