Scope of Practice

Certified Vocational Rehabilitation Professionals Transferable Skills Analysis, CVRP TSAs assist individuals to access, maintain or return to vocational/avocational activities, & to determine & facilitate access to any vocational rehabilitation &/or support services needed to achieve the desired goals. The practice of vocational rehabilitation is a best-practice, client-centered process & specialized service which provides assistance to persons with or at-risk of experiencing disabilities, impairments, limitations &/or barriers with respect to school, home, employment & community-based activities. Certified Vocational Rehabilitation Professionals possess a unique set of knowledge, experiences, skills, as well as the ability to determine & apply interventions & strategies in order to provide vocational rehabilitation services, as confirmed via the College’s certification & examination process.

Upon achieving CVRP TSA certification, the Registrant is permitted within the Standards of Practice to perform Transferrable Skills Analysis &/or assessments for the purpose of determining suitable alternate employment options &/or career exploration options, along with applicable wages for each option, as well as complex TSAs for forensic analysis.

CVRPs Wanting to do TSA Work

The College have developed a pathway for Registrants want to do TSAs that evaluates the Registrant’s demonstrated competency while addressing the critical requirement to protect the public.

CVRP TSA eligibility & Application Process

To apply, log into your CVRP profile & submit an application.

1. Application & non refundable feeFee Schedule; &
2. A CVRP in good standing; &
3. Submit completion of module Domain 4 Transferable Skills & Employability Analysis; &
4. Submit completion of module Transferable Skills Analysis through CAVEWAS; &
4. Submit completion of the Government of Canada National Occupational Classification (NOC) Tutorial; &
5. Successful TSA online quiz (minimum grade of 70%, up to 3 rewrites), consisting of multiple-choice questions & case studies; &
6. Successful peer review of 1 redacted TSA report (no company letterhead or author’s identity) written by applicant within the past 6 months & up to a maximum of 2 revision submissions. An applicant that does not achieve certification after 2 unsuccessful revised TSA submissions must wait 6 months to reapply; &
7.  Advise insurer that you are doing TSA work; &

An applicant achieves certification following a successful quiz (70%) & written TSA (up to 2 revisions) peer review within 1 year of application submission.

The Registrant’s profile is updated on the Public Registry to display certification status(s).

Definition of a Transferable Skills Analysis, TSA

1. A Transferable Skills Analysis (TSA) for Return to Work & Career Counselling/Planning: TSAs are defined as a systematic process of identifying an individual’s existing work abilities, skills, traits, & aptitudes through a detailed analysis of their demonstrated vocational history, hobbies, recreational & volunteer activities & education/training. During a TSA, the CVRP may conduct a thorough interview, capturing information on individual’s psychosocial & functional status, referencing current health symptoms & limitations (medical, physical, psychological, cognitive) that may impact the vocational profile & capacities to ascertain a viable return to work plan.

2. A Transferable Skills Analysis (TSA) in support of forensic analysis, dispute resolution, independent 3rd party assessments for medical legal purposes requires the expertise & experience of a CCVE/ICVE. Alternatively, under the direct supervision of a CCVE/ICVE (provided that such individual, the evaluation process & all related documentation, are adequately supervised by the CCVE/ICVE & is under the professional responsibility of the CCVE/ICVE), a CVRP may participate in portions, or components of a TSA designed for forensic analysis, dispute resolution, independent 3rd party assessment, or medical legal purposes. Supervision shall be documented through notation in the client’s records &/or signing/co-authoring of the client’s report by the CCVE/ICVE.

Forensic TSAs are considered more complex than TSAs designed for return to work or career counselling or planning, typically used to assist in determining future employability, earning capacity & has a greater impact on the clients’ vocational & financial wellbeing. Forensic TSAs are often used in the event that an individual may not be able to perform the essential duties of their past position or their position no longer exists.

A fully redacted transferable skills analysis report, for peer review, must be no older than 6 months & demonstrate the following:

  1. Consent: Ensure informed consent is outlined, detailing activities & whether consent was written, verbal, or both. If the assessment is completed via file review only, then it needs to be stated as to why no consent was obtained. Consent must be: Informed, Voluntary, Written &/or Verbal, Expressed: consent that has been clearly & unmistakably given.   2. Purpose or Scope of Referral: Reports must clearly state as to what you were asked to do as it will define the report (determine if suitable alternate direct entry jobs exists &/or jobs that require short term/OTJ training).
  3. Role of Evaluator: Explain role & qualifications pertaining to what you have been asked to do as per scope of practice as per the College.
  4. Work History (volunteer) duration/duties: Clearly outline client’s work history & ensure job duties support the proper selection of a NOC code.
  5. Educational Background: Detail educational profile including (if available) challenges & course preferences. Provide an outline on what the typical courses completed in post secondary school are to support recommendations in the Transferrable skills section.
  6. Medical/Disability Section: Outline diagnosis/MMR & what the person’s work disability deficits are, & explain vocational functional capacity.
  7. Aptitudes & D/P/T: Explain each & show determination of the client’s composite profile.
  8. Transferrable Skills Section: List as per vocational analysis of the client’s education, work, & volunteering history.
  9. Explain Client’s Pre-injury Unadjusted vocational analysis & explain what changed.
  10. Vocational Recommendations: as per your vocational analysis, select suitable direct entry occupations the person can pursue &, explain suitable. If proposing career clusters that require short term/OTJ training, explain why the person should be able to be successful in the absence of psycho/vocational testing. If there are no alternate vocational options to recommend, explain why. A TSA redacted report submitted for peer review should not include any training recommendations other than what stated. It is not within the scope of a CVRP TSA to identify jobs that require more than short term or training on the job; this is a Vocational Evaluation Report.
  11. General Labour Market Information: show earnings of proposed options including geographical region & reference period for wages & general employment prospects on employment for each option (poor, fair, good).

CVRP TSA Certification Compliance

1 Year Renewal/Declaration/Fee/Insurance; &
2 Year 40 CEUs Core Competencies/Domains of Learning; 6 Ethics (Domain 8 Vocational Rehabilitation or 6 Vocational Evaluation or 2 Cost of Care); & 6 must be Transferable Skill Analysis/Employability Skills (Domain 4 Vocational Evaluation)
5 Year VSPC/Criminal Police Check
